Economic Regions
: these are territories defined according to economic characteristic, such as industrialized.
Historical/Ethnic Regions
: These are territories marked by the presence of human societies sharing histories and cultural/linguistic features different from that of the dominant culture of the nation state in which they find themselves. Such as nations or nationalities.
Administrative/planning Regions
: All states define territory for the purposes of policy-makings or simply for gathering statistics.
Political Region:
Political regions differ from the above in that they possess democratically elected councils or assemblies who in turn choose an executive accountable to the electorate through them. In other words they have fully-fledged regional government. However, there is a wide variety of political and constitutional situations with regard to such government.
In order to complete the conceptual clarification necessary for understanding the complexity of the regional question today, I will conclude this section by distinguishing regionalization from regionalism. It will be sufficed here to say that regionalization refers to a process whereby national government define regional policies for, or impose them on, regions. In other words, it is a process whereby something is done to regions and is often top down, centralizing and technocratic. Regionalism, on the other hand, is an –ism: it refers to an ideology and to political movement which demand greater control over the affairs of the regional territory by the people residing in that territory, usually by means of the installation of regional government. It is essentially bottom-up, decentralizing (of political power), and political.
The basic law of regional government guarantees local communities "The right to regulate under their own responsibility and within the limits of the laws, all the affairs of the local communities.
In some countries, regional autonomy is a loose term used by government ministers and the media usually to describe transfer of authority and function from central to Regional Government.
Here the term Regional Government is defined as, "The authority of an Autonomy region to govern and administer the interest of the local people according to its own initiatives based on the people’s aspiration in accordance with the prevailing Laws and regulation.
The Authority of autonomous areas covers "All fields of Governance except international policies, defense and security, The Judiciary, Monetary, and Fiscal matters, Religion, Postal services, Citizenship, Naturalization, Immigration, and Deportation, General Auditing, Civil service, Election and Foreign Trade. In other words this is what government cannot be devolved to an autonomous region
Here, is of the view that without proper control the implementation of regional autonomy can threaten national unity and integrity. Unless strict control is undertaken, regional autonomy can spoil nationalism or much preferably patriotism. In the election of regional administration heads like governors, regents and mayors, for instance, people has demanded that the posts be occupied by native candidates, he said, adding that the nationalism spirit fostered during the Old Order and New Order period will be eroded by the regionalism spirit, Such a condition will endanger the state, especially with indication that the regionalism spirit proclaimed by the
Reform Order reeks of corruption and greed for money. For this reason, I propose the revision the regional autonomy regulation so as to prevent the country from disintegration. The government should draw up and implement a multi-culture concept to guarantee the harmonious life and relations between all religions, ethnical groups, races, regions, social classes and such other elements so as to promote nationalism/patriotism and foster mutual respect between various elements in the country.
T o the Government, opposition groups, to all Somali people. There is no need we shrink from honestly facing condition in our country today. Only a foolish optimist can deny the dark realities of the moment. We the Somali people want unity and strength to respect each other not a division and weakness, we want understand and live peacefully to our neighboring countries. If our government and opposing groups have no vision, when there is any vision the people perish and you will be accountable forever.

The relationship between the regional government and the national government will be defined in terms of the authority granted to the autonomous region and the power exercised by the national government.
