-Loss of physical control of its territory,
-Erosion of legitimate authority to make collective decision,
-An in ability to provide reasonable public service, and
-An inability to interact with other states as a full member of the international community,

Common characteristics of fail state include a central government so weak or ineffective that it has little practical control over much of its territory; non provision
Of public service; widespread corruption and criminality; refugees and involuntary movement of populations; and sharp economic decline.

Obviously the role of government is to govern which SHERMARKE GOVERNMENT FAIL. Government is supposed to bring together a diverse range of resources and assets and deploy them to make large scale change happen in a way that individuals or groups could not. These Government fail to do that.

Government has two main areas of responsibility, the first is execution; actually doing stuff, the other is policy making; dictating how others should do stuff. We seem to have a government that does not govern so much as fiddle.

These fail Shermarke government should go, They fail to bring together the various parties who is opposing to exercise their duty, They fail to announce a reconciliation, They fail to live the expectation of the people, There is no accountability on their action what so ever, They don’t tell their vision and what lies a head. They fail to pay the salary of the army, and what’s more they are fattening their pockets, AND THE WORST is keeping silent while ETHIOPIAN ARMY COMING IN SIDE SOMALI TERRITORY in and out as they wish.

They fail to stop the suicide and the reaction of AMISOM WHICH IS BOMBARDING THE CIVILIAN.  The government supose to protect their citizen not to massacar, The government suppose to promote peace and reconciliation and not to stir violence, The essence of Government not doing so well is that there is a criminal who holds a high rank of Ministerial seats, a high rank of Miletary positions even though their military qualification is none to zero. And also a highr rank of Police and the CID.
These Government is out of touch and they FAIL, What they have achieved since they come to power, nothing rather than killing,

SHERMARKE is powerless, he is not equipt to do the job of the PRIME MINISTER,
He made illigel agreement to so called PUNTLAND, AND NOW PUNTLAND IS THREATENING THE FEDERAL GOVERNMENT WHILE  PUNTLAND IS WHO IS FUNDING THE PIRATES, PUNTLAND SUPPORTED THE DISTRACTION OF THE CAPITAL  AND CONTINUING TO SUPPORT THE WAR IN  MOGADISHO IN ORDER TO BENEFIT. ITS TIME SHERMARKE GOVERNMENT TO GO.
